چند روزنامه تهران در تیترها و گزارش‌های صفحه اول خود، خبر داده‌اند که بعد از تهدید وزارت نفت ایران برای قطع صادرات نفت به کشورهای تحریم کننده نفت ایران، اتحادیه اروپا مجبور به عقب نشینی از موضع خود و تجدید نظر در تصمیم به تحریم نفت گرفته‌اند.

خبر داده، تحریم‌های نفتی غرب علیه ایران در شورای اروپا به تصویب نهایی نرسید و تصمیم‌گیری در خصوص اجرای كامل این تحریم‌ها به تعویق افتاد. در حالی که قرار بود اروپا واردات نفت از ایران را به صورت كامل ممنوع کند.

این روزنامه به نقل از یک دیپلمات اتحادیه اروپا نوشته، ممکن است اعضای اتحادیه ظرف دو ماه آینده تحریم واردات نفت ایران را که قرار است از ماه ژوئیه اجرایی شود، بررسی کنند. وی در عین حال گفت هیچ دلیل اقتصادی برای تغییر برنامه‌های این ممنوعیت که در ژوئیه به عنوان بخشی از تلاش‌های اتحادیه اروپا برای اعمال فشار بر تهران مورد توافق قرار گرفت، وجود ندارد.

روزنامه ابتکار درخود نوشته خیلج فارس بیش از آنکه آب‌راهی استراتژیک در جنوب کشور باشد به مفهومی فرهنگی و تاریخی بدل شده‌است؛ در این میان بدون آنکه ساز و کاری دولتی و حکومتی، مردم را در این رابطه همداستان کند، وجود این مفاهیم در ناخودآگاه فرهنگی و تاریخی ایرانیان است که سبب شکل‌گیری حرکت‌های خودجوش مردمی در حمایت از این مفاهیم می‌شود و آن را از موضوعی میان دولتمردان دو کشور به اتفاقی ملی در میان مردم یک کشور تبدیل می‌کند.

به نوشته این روزنامه، حرکت‌های پرشور جوانان ایرانی در فضای مجازی پیرامون «خلیج فارس» برای همه کاربران این دنیای گسترده، امری آشناست. به نظر می‌رسد اگرچه موضوعی مانند خلیج فارس در ذهن و زبان مردم ایران به عنوان یک مفهوم ملی نهادینه شده و با هر تهدیدی، گویی خانه‌ای در ایران تهدید می‌شود اما این موضوع چنانکه باید و شاید، در میان دولتمردان و دستگاه‌های دولتی هنوز اتفاق نیفتاده‌‌است، بلکه گاه در کنار وعده احداث راه، مدرسه، پارک و...، در شمار وعده‌های انتخاباتی نیز قرار می‌گیرد حتی اگر در زمان انتخابات مطرح نشود!

مصوبه مغایر با قانون و تصمیمی موافق

به گزارش ایرنا، 'محمدرضا فرزین' روز سه شنبه در جلسه علنی مجلس كه در خصوص ارایه گزارش از فاز اول هدفمندی یارانه ها و بررسی نحوه اجرای فاز دوم برگزار شد، افزود: بیش از دو سوم نمایندگان مجلس به قانون هدفمند كردن یارانه ها رای مثبت داده اند.

وی گفت: قانون هدفمندی یارانه ها،‌ دارای اهدافی نظیر افزایش عدالت، صرفه جویی و بهبود وضعیت تولید بوده است.

وی، مدیریت انرژی و صرفه جویی را اولین اهداف اجرای قانون هدفمندی یارانه ها اعلام كرد و افزود: افزایش عدالت نیز در اجرای این قانون مد نظر بود، زیرا نحوه پرداخت یارانه در گذشته منجر به بی عدالتی و افزایش ضریب جینی شد.

فرزین گفت: به همین دلیل تصمیم گرفتیم، قانون را به گونه ای اجرا كنیم كه فقرا سهم بیشتری از یارانه ها داشته باشند تا عدالت اجرایی شود.

وی در خصوص وضعیت تولید در زمان هدفمندی یارانه ها نیز گفت: از آنجایی كه اصلاحات در بخش انرژی انجام شده است، این امر سبب می شود تا در دوره میان و بلند مدت در حوزه داخلی سرمایه گذاری توسط بخش خصوصی انجام شود.

دبیر ستاد هدفمند كردن یارانه ها در خصوص تورم ناشی از اجرای این قانون نیز گفت: برخی معتقدند تورم ناشی از اجرای این قانون آثار منفی بر بخش تولید دارد، اما این در حالی است كه تنها تولیدكنندگانی كه مصرف بالای انرژی دارند در كوتاه مدت دچار مشكل می شوند.

وی سپس به ارایه آماری از وضعیت صرفه جویی پس از اجرای قانون هدفمندی یارانه ها پرداخت و افزود: اگر بنزین سهمیه بندی و سپس قانون هدفمند كردن یارانه ها اجرا نمی شد، اكنون مصرف آن روزانه بیش از 120 میلیون لیتر بود.

فرزین اظهار داشت: با سهمیه بندی بنزین مصرف روزانه آن از 75 میلیون لیتر به 62 میلیون لیتر كاهش یافت و این رقم نیز پس از اجرای این قانون به 59.3 لیتر رسیده كه این ارقام حاكی از نرخ رشد منفی شش درصدی در مصرف بنزین است.

وی از رشد منفی مصرف نفت گاز بدون احتساب نیروگاه را 10 درصد، نفت سفید را 17.5 درصد، نفت كوره را 38.5 درصد، گاز مایع را 10 درصد اعلام كرد و افزود: در همین حال مصرف گاز طبیعی 1.2 درصد رشد داشته است، اما اگر این قانون اجرایی نمی شد، رشد مصرف حدود 11 درصد بود.

وی ادامه داد: مصرف گاز طبیعی در خانوارها نیز كاهش و در بخش تولید افزایش یافته است كه البته رشد مصرف گاز در دهه 80 تا 90 نیز سالانه هشت درصد رشد داشت.

فرزین گفت: مصرف آب نیز 8.75 درصد كاهش داشته، در حالی كه مصرف گاز در گذشته سالانه حدود 4.6 درصد رشد داشته است.

وی تاكید كرد: مصرف گندم نیز با اجرای قانون هدفمندی یارانه ها 22 درصد نرخ رشد منفی داشته است.

فرزین همچنین از صرفه جویی 15 میلیارد دلاری در راستای اجرای قانون هدفمند كردن یارانه ها خبر داد و گفت: این میزان صرفه جویی به اقتصاد كشور كمك كرده است.

فرزین در خصوص توزیع درآمدها نیز گفت: دولت در ابتدا خواستار پرداخت یارانه به هفت دهك بود، اما با خواست مجلس یارانه به تمام خانوارها پرداخت شد.

وی افزود: هم اكنون نیز دولت خواستار اجرای طرح خود است و در این راستا نیز برای یك میلیون و 666 هزار خانوار پیامك انصراف یارانه ارسال شده است.

وی ادامه داد: سهم درآمدی 40 درصد از خانوارهای پایین جامعه در سال 89 حدود 16.49 درصد بود كه این رقم در شش ماهه اول بعد از اجرای قانون هدفمندی به 17.27 درصد رسید.

فرزین تصریح كرد: سهم درآمدی 20 درصد از خانوارهای بالای شهری 44.93 درصد بود كه پس از شش ماه از اجرای این قانون به 43.95 درصد رسید.

وی اظهار داشت: ضریب جینی شش ماهه دوم سال 89 كه 376 هزارم بوده به 367 هزارم كاهش یافته است.

وی گفت: همچنین توزیع درآمدی در 40 درصد از خانوارهای پایین روستایی 15.65 درصد بوده كه این رقم در شش ماهه ابتدای بعد از اجرای این قانون به بیش از 16 درصد رسیده ا ست.

فرزین با بیان آن كه، نرخ تورم نقطه به نقطه قبل از اجرای این قانون (آذر 89) 12.8 درصد بوده است، گفت: این رقم در دی ماه به 15.8، در بهمن ماه به 18.02، خرداد ماه به 22.3 و در تیر ماه به 21.06 رسید كه بر این اساس پس از شش ماه روند شاخص تغییر كرد.

وی افزود: تورم از شهریور ماه سال گذشته دوباره روند افزایشی گرفت كه این امر ربطی به هدفمند كردن یارانه ها ندارد، ضمن آن كه نوسانات نرخ ارز به دلیل هدفمندی یارانه ها نیست.

فرزین تصریح كرد: تورم حدود 12.5 درصدی در پایان 89 ، در پایان سال 90 به حدود 21 درصد رسید كه بر همین اساس تورم هدفمند كردن یارانه ها 10 درصد بوده است.

وی با اشاره به این كه،‌ تعهدات دستگاه های اجرایی در این زمینه همچنان باقی مانده است، گفت: مابقی موارد نیز بر اساس ردیف های بودجه ای و قانونی استفاده شده است.

فرزین با اشاره به این كه در اجرای هدفمندی یارانه ها از یك طرف دستیابی به اهداف مد نظر و از سوی دیگر مجلس خواستار شیب كند است، افزود: این دو با یكدیگر ساز گار نیست،‌ البته دولت در تمامی موارد پس از انجام كار كارشناسی اقدامات لازم را انجام می دهد.

در این جلسه كه با حضور 'كامران دانشجو' وزیر علوم، تحقیقات و فناوری و رئیس شورای اسلامی‌شدن، 'محمدرضا مخبر دزفولی' دبیر شورای عالی انقلاب فرهنگی و دیگر اعضا ترتیب یافت، دبیرخانه شورای اسلامی شدن دانشگاه‌ها و مراكز آموزشی گزارشی توصیفی ـ تحلیلی از میزان اجرای راهبردهای سند دانشگاه اسلامی ارائه كرد.

در این گزارش به مهمترین اقدامات و مصوبات شورای اسلامی شدن دانشگاه‌ها و مراكز آموزشی در راستای تحقق سیاست‌های سند دانشگاه اسلامی در سال‌های اخیر اشاره شده است.

در ادامه جلسه دبیر شورای اسلامی‌شدن دانشگاه‌ها گزارشی از روند تدوین نقشه دانشگاه اسلامی در ذیل اسناد بالادستی در دو حوزه علم دینی و فرهنگ اسلامی ارائه كرد.

حجت‌اسلام ‌و المسلمین 'روح الله شاطری' افزود: در جلسه 212 شورای اسلامی شدن دانشگاه‌ها و مراكز آموزشی در اسفندماه سال 1389 مصوب شد تا در راستای تعیین حوزه مأموریت شورای اسلامی‌شدن دانشگاه‌ها و مراكز آموزشی در تعامل با نقشه‌های كلان حوزه علم و فرهنگ كشور، وظیفه تدوین نقشه اسلامی‌شدن دانشگاه‌ها و مراكز آموزشی شامل دو حوزه علم دینی و فرهنگ اسلامی در ذیل اسناد فرادستی بر عهده شورا قرار گیرد و به دنبال آن دبیرخانه شورای اسلامی شدن بخش‌هایی از این سند را آماده ارائه به جلسات كرده است.

وزیرعلوم و رئیس شورای اسلامی شدن دانشگاه‌ها و مراكز آموزشی نیز در این جلسه ضمن بیان ضرورت نگاه عملیاتی در فرآیند تدوین نقشه و ارایه راهكارهایی اجرایی در دو حوزه محتوایی و اجرایی، توجه به جهت‌گیری اسلامی در محیط دانشگاه را مورد تاكید جدی قرار داد.

دبیر شورای عالی انقلاب فرهنگی نیز در این جلسه با ابراز خرسندی از اقدامات تحول‌آفرین شورای اسلامی‌شدن در سال‌های اخیر، سخنان امام(ره) ورهبر معظم انقلاب را مبنای تدوین سیاست‌های راهبردی دانشگاه اسلامی معرفی كرد.

در پایان جلسه دبیرخانه شورای اسلامی شدن دانشگاه‌ها و مراكز آموزشی موظف شد نسبت به ایجاد بستر و سامانه مناسب جهت مشاركت صاحب‌نظران و ذی نفعان دانشگاهی و حوزوی اقدام كرده و فضا و فرصت استفاده از اندیشه ایشان را در این فرآیند تامین كند.
