آقای کفاشیان که در نشست مشترک فدراسیون فوتبال و سازمان لیگ برتر شرکت کرده بود، گفت: "می‌خواهیم کارهایمان را قانونمند کنیم و باشگاه‌ها را به سوی حرفه‌شدن پیش ببریم."

او اضافه کرد که کار اعطای مجوز فعالیت حرفه‌ای را به اتحادیه باشگاه‌ها واگذار کند.

عزیزالله محمدی، رئیس سازمان لیگ ایران هم به خبرگزاری ایسنا گفت: "از این پس شرایط باشگاه‌های دسته اولی که بنا بر نتایجشان امکان حضور در لیگ برتر را پیدا می‌کنند، باید در اتحادیه فوتبال تأیید شود تا این باشگاه‌ها در این رقابت‌ها حضور یابند."

محمدی همچنین گفت که در صورت حل نشدن مشکلات موجود باشگاه‌های ایرانی، تنها سه باشگاه مجوز فعالیت حرفه‌ای را دریافت می‌کنند.

لزوم اعطای مجوز به باشگاه‌های حرفه‌ای در قالب برنامه‌ای از سوی فیفا به کنفدراسیون‌های قاره‌ای ابلاغ شده و فیفا از کنفدراسیون‌ها خواسته این برنامه را در کشورهای عضو به اجرا بگذارند.

شاهین رحمانی، عضو کمیته مسابقات کنفدراسیون فوتبال آسیا، در گفت‌وگو با بی‌بی‌سی فارسی گفت: "کنفدراسیون فوتبال آسیا اجرای این برنامه را از سال ۲۰۱۱ میلادی در برنامه‌اش گنجانده، و ایران به‌همراه چند کشور دیگر برای اجرای این برنامه اعلام آمادگی کرده‌اند."

البته شاهین رحمانی می‌گوید که فدراسیون‌ها تنها موظف به فراهم کردن زمینه پیاده شدن برنامه در کشورشان هستند و اجرای برنامه برعهده خود باشگاه‌هاست.
