سرتیپ حسین ساجدی نیا به خبرنگاران گفته که طرح برخورد با "بدپوششی" در دو بخش انجام می شود یک بخش مربوط به "تولید کنندگان و واردکنندگان غیرمجاز لباس و دیگری مربوط به "مصرف کنندگان" است و با آغاز طرح "تمامی مراکز تولیدی و توزیعی البسه در شهر تهران شناسایی شده و هشدارهای لازم در این باره به آنها داده می شود."

در بیشتر موارد، بازداشت شدگان در همان مراکز نیروی انتظامی محاکمه شده و به شلاق و پرداخت وجه نقد محکوم می شدند. البته گاهی موارد دستگیر شدگان این فرصت را داشتند که از خوردن شلاق جان به در برده و عوض شلاق، مبلغی بپردازند و از ضربات شلاق در امان بمانند.

مقابله با آنچه بدحجابی زنان نامیده می شود، در چارچوب "طرح جامع گسترش فرهنگ حجاب و عفاف" صورت می گیرد که از نخستین سال ریاست جمهوری محمود احمدی نژاد در دولت نهم اجرا شد و وزارت کشور برای اجرای آن ستادی تشکیل داد.

اما از حدود یک سال پیش، به دنبال انتقاد بعضی از مقام های دولتی از نحوه اجرای طرح موسوم به "امنیت اخلاقی" که بخش مهمی از آن به کنترل پوشش زنان در اماکن عمومی اختصاص دارد، تردیدهایی در مورد ادامه اجرای این طرح ایجاد شده بود.

مطابق مصوبه شورای عالی انقلاب فرهنگی، این طرح شامل محورهای مختلفی می‌شود که از برخورد نیروی انتظامی با افراد "بدحجاب" گرفته تا تلاش برای "بالا بردن فرهنگ عفاف" توسط سازمان‌ها و وزارتخانه‌های مختلف را در بر می‌گیرد.

با این حال، اجرای این طرح در سه سال گذشته با فراز و نشیب هایی مواجه بوده و عده ای از محافظه کاران، دولت و نیروی انتظامی را به سهل انگاری در اجرای آن متهم کرده اند.
